Dear Members of National Federations,
As you may already know, we are planning to introduce a new FEI star rating system for Endurance Treating Veterinarians. This new system will be enforced from January 2012 and the year 2011 will serve as a transition period.
A star-rating list of Endurance Treating Veterinarians will be established according to a “fast track” procedure. You, as National Federation, will be asked to give us a list of your Endurance Treating Veterinarians (on the attached form), each with a star rating, based on criteria (see annex).
These criteria have been approved by the Endurance Technical Committee, and will be tabled at the 2011 General Assembly.
We would like to ask you to voluntarily use the system during the transition period (2011), which will allow time for you to register your Endurance Treating Veterinarians with us at the Non-Olympic Sports Department.
The FEI and the FEI Endurance Technical Committee’s decision to introduce the new system follows the successful implementation of star rating systems for FEI Endurance Judges, FEI Technical Delegates and FEI Endurance Veterinarians since January 2008.

MAKING HISTORY IN KENTUCKY.....
History will be made when the Alltech FEI World Equestrian Games™ opens on Saturday 25 September in the Kentucky Horse Park, Lexington, one of the world’s most evocative permanent equestrian centres located in the heart of the USA’s famed ‘Blue Grass Horse Country’.
It is the sixth occasion that the competitive disciplines have come together to take part in the world’s greatest equestrian extravaganza, but the first time that the Games have been held outside Europe and the first time they have had a title sponsor - the animal nutrition company Alltech.
When the nominated entries were received last month, over 900 athletes and 1,300 horses were listed, and while this number will reduce as selections are finalised over the next few days the scale of the event is enormous.

Clarification on 2011 Equine Prohibited Substances List - VIA FEI NF LIAISON OFFICE
Dear National Federation,
The FEI has received a request for clarification on the wording of a communiqué sent to National Federations on 7 September regarding the FEI List Group’s proposed 2011 Equine Prohibited Substances List.
The communiqué referred to the List Group distinction between the use of NSAIDs “during competition and their use between competitions”. In order to avoid any potential confusion, the FEI confirms that the proposed 2011 Equine Prohibited Substances List does not allow for NSAID use between competitions at an event, but does allow the use of certain NSAIDs between events, provided they are neither detectable nor affect the performance or welfare of the horse at its next event.
The proposed 2011 List does not change the FEI’s current stance which has always allowed the use of NSAIDs between events if they are required, but it does seek to offer practical guidance and support on responsible use of medication in sport horses for currently used dosages of certain NSAIDs.
Under the FEI General Regulations, the definitions of the terms Competition and Event are as follows:
Event: A complete meeting, "Show", "Championship" or "Games". Events may be organised for one or more than one Discipline.
Competition: Refers to each individual class in which Athletes are placed in an order of merit and for which prizes may be awarded.

FEI photo exhibition showcases inspirational equestrian figures
The Fédération Equestre Internationale (FEI), the governing body of horse sport, is to unveil an innovative photographic celebration of equestrianism entitled Inspire at the Alltech FEI World Equestrian Games™ in Kentucky, USA.
Inspire brings together 16 images of inspirational equestrian legends and young talents who represent all the equestrian disciplines on the programme of the FEI’s four-yearly flagship event. Athletes from Jumping, Dressage, Para-Equestrian Dressage, Eventing, Driving, Endurance, Vaulting and Reining are shown in surprising and eloquent contexts, many of which incorporate subtle or playful references to their disciplines. Most of the images unite two people in rural or urban backdrops and highlight the bond of admiration and inspiration between them.
The origins of the athletes are diverse and serve as a reminder of the geographical spread of the 133 National Federations affiliated to the FEI.
Commenting on Inspire, FEI Secretary General Alex McLin said: “We are thrilled and grateful that Alltech is hosting the FEI’s innovative exhibition, which is part of our continued commitment to encouraging and inspiring riders around the world in every discipline. FEI List Group proposes 2011 Equine Prohibited Substances List for General Assembly approval
Following last month’s highly successful FEI Congress on NSAIDs and further discussion of the issues raised, the FEI List Group has proposed an Equine Prohibited Substances List for 2011 which simultaneously respects horse welfare and ensures a level playing field.
During its discussions, the List Group made a distinction between the use of NSAIDs during competition, and their use between competitions. With the exception of Salicylic Acid (aspirin), for which it is proposed to raise the current threshold to harmonize it with that of other international regulators, the List Group has unanimously concluded that the science available from the few limited studies carried out to date on the use of NSAIDs is contradictory and provides insufficient evidence for allowing levels in competition that are not a potential threat to horse welfare or enhance performance.
As a result, the List Group has proposed a list of prohibited substances for 2011 which represents a practical solution that respects horse welfare and ensures a level playing field. This list does not allow NSAIDs in competition, but does allow post-competition usage of certain NSAIDs, specifically Phenylbutazone and Flunixin, in low dosages between competitions for the well-being of the horse; but only to the extent that the medications will neither be detectable nor affect the performance or welfare of the horse at its next competition.
Each of the substances named on the proposed Equine Prohibited Substances List for implementation in 2011, was agreed unanimously by the List Group members. It was also agreed that there must always be a balance between required rest and medication, ensuring that there is a good approach to management and training, rather than relying on medication to effect a recovery.
The FEI Executive Board has reviewed the issues involved and will recommend the adoption of the List Group’s proposed 2011 Equine Prohibited Substances List to the General Assembly and the Bureau, in the knowledge that such an approach would also have the benefit of being compatible with certain national laws that may have restricted a different approach.
The National Federations have now received the statistical data necessary to make a fully-informed choice on whether to accept or reject the proposed 2011 Equine Prohibited Substances List when it is put to the vote at the FEI General Assembly in November. If the 2011 List is not approved, the 2010 List presently in effect would remain in use for another year.
National Federations were informed of the List Group proposal today through the NF Liaison Office at FEI Headquarters in Lausanne, Switzerland.

TEAM FRANCE DOMINATES YET AGAIN - UAE TAKES OPEN INDIVIDUAL TITLE
The small village of Kreuth is any horse person’s dream – a complete village based entirely around equestrian sport. The venue is well established and has hosted Endurance, Eventing, Reining and Dressage International competitions, but this is the first time an FEI Championship has been hosted in Kreuth. The site, comprised of various arenas, cross country courses, a hotel and large airy barn for stabling, is nestled in the Bavarian countryside approximately two hours south of Munich (GER) on the south east edge of the Taubenbach Forest. It is a perfect venue for Endurance, with extensive vet-gate space, a flat grass trot-up area and ample parking for crew vehicles. The route is principally made up of gravel forest tracks.

FEI OPENS NOMINATIONS FOR ANNUAL AWARDS
The Fédération Equestre Internationale (FEI) is delighted to announce that nominations for the FEI 2010 Awards are now open. The awards, which were launched last year, acknowledge outstanding achievement in the following five categories:
Ø Athlete of the Year, for the rider, driver or vaulter who has shown exceptional sportsmanship and prowess;
Ø Rising Star, supported by HSBC, for a rider between the ages of 14 and 21 who has demonstrated significant talent and commitment;
Ø Development, supported by Alltech, for a development project, individual or organisation demonstrating skill, dedication and energy in expanding the sport;
Ø Against All Odds, to celebrate a disabled rider or an individual who has overcome extreme personal difficulties to achieve proficiency in equestrian sport;
Ø Groom of the Year, for the often uncelebrated, yet important person who works behind the scenes.
Commenting on the awards, FEI Secretary General Alex McLin said: "Last year’s enthusiastic response to the FEI’s call for nominations proved that the equestrian world is eager to applaud those people whose contribution to our sport is exceptional. The stories of dedication that accompanied last year’s nominations demonstrate how contact with horses can give meaning to people’s lives by lighting the flame of passion. We look forward to receiving this year’s nominations and rewarding the winners by ensuring their achievements as riders, grooms or developers of our sport are acknowledged worldwide.”
Nominations are open to all members of the equestrian community and should be sent via the dedicated website www.feiawards.org.
An international judging panel, chaired by HRH Princess Haya, will select the winners, who will be flown to Chinese Taipei to attend the awards ceremony at a VIP gala dinner, which takes place during the FEI General Assembly in November.
The deadline for nominations is 30 August 2010.

World experts to speak at global FEI Congress on in-competition use of NSAIDs
Leading experts on Non-Steroidal Anti-Inflammatory Drugs (NSAID) research in equestrian sport will address the FEI Congress on NSAID Usage and Medication in the Equine Athlete in Lausanne, Switzerland this summer. Dr Wayne McIlwraith (USA), Professor Pierre-Louis Toutain (FRA) and Professor Ken Hinchcliffe (AUS) will be part of a high-level panel of speakers at the Congress, which will be held at the Olympic Museum in Lausanne, Switzerland on 16/17 August 2010.
Dr McIlwraith will speak on the effectiveness of NSAIDs in pain control, Professor Toutain on determining effective levels and Professor Hinchcliffe on the effects NSAIDs may have on equine performance.
In order to bring together the various aspects of this important debate, speakers on the non-scientific perspective will also be involved in panel discussions. This will allow for the presentation of important non-scientific aspects, including the legal status in certain countries, and the media and sponsors’ perspective, enabling a full overview of the subject.
Registration for the Congress is now open to representatives from all stakeholder groups, including National Federations, Vets, Officials, Riders Clubs, Organisers, FEI Laboratories, racing and breeding authorities, sponsors, the IOC and the media. Booking information is available here and there is a discounted rate for early registration. Other speakers will be announced at a later date. A finalised timetable will be published shortly. French individuals dominate in Compiègne, but Belgium leaves with top team honours
The World Endurance Festival in Compiègne, due to celebrate its 10th anniversary in August, could not have asked for anything more when hosting the CEIO3* 160km on Friday 28 May. Rain prior to the competition provided an excellent preparation for the soft, sandy tracks generating perfect going for the 62 riders who set out on this world famous course.
Weather on the day could not have been better with a dry day and sunny skies, but a top temperature of just 19 degrees, which proved to be ideal for the horses and riders and was reflected in the competitive speeds and high completion rate of over 60%.
Combinations representing eight nations, many of whom were aiming to qualify for the World Equestrian Games in Kentucky this coming autumn, set off to complete the 160kms. The traditional European nations fielded the highest number of competitors, with 43 riders from France, alongside combinations from Spain, Italy, Belgium and Switzerland. Taking on the Europeans were some riders from a little further afield, namely Abdullah Halim Alihan (MAS), Rafael Salvador (BRA) and Jennifer Poling (USA).

FEI President calls for improved risk-free international movement of equines at OIE General Assembly
FEI President HRH Princess Haya has called for a more rational risk-based approach to international trade requirements for the transportation of competition horses.
Speaking to some of the world’s top animal health government officials at the 78th OIE General Assembly in Paris on Sunday 23 May, the FEI President acknowledged the need for sanitary measures such as required testing and quarantine periods, but called for these measures to be applied in a reasoned manner and proportional to the risk of disease-spread when transporting international sport horses.

Veterinary Guidance Note (VGn 6/2010).
This Veterinary Guidance note is supplementary to the previous VGn3/2010 and meets a need to further explain what types of treatment must be allocated to agreed designated treatment areas at FEI events. This guidance for veterinary officials at FEI events, Persons Responsible, organizing committees and officials. It must be read in relation to the 2010 FEI Veterinary Regulations.
It outlines the processing of ETUES, Medication Form 3s and allocation of agreed designated treating areas. If notes that for certain specific therapies, the practical and appropriate designated agreed treating area may be the horses own stabling.

The current FEI President, HRH Princess Haya has declared that she is seeking a second four-year term to take her through to the 2014 General Assembly. The other two candidates are the FEI's current First Vice President and Chair of the Jumping Committee, Sven Holmberg (SWE), and Henk Rottinghuis (NED), who was elected as a member of the FEI Audit and Compliance Committee at last year’s General Assembly in Copenhagen.
The election will take place at the 2010 FEI General Assembly in Chinese Taipei on 5 November.

FEI TO HOST GLOBAL CONGRESS TO DEBATE NSAID USE IN COMPETITION
The FEI is to host a two-day global Congress to debate the use of Non-Steroidal Anti-Inflammatory Drugs in competition. The FEI Congress on NSAIDs Usage and Medication in the Equine Athlete, which will be held in Lausanne*, Switzerland on August 16/17, will include the presentation of educational and scientific papers as well as open debate.
The vote on the use of NSAIDs in competition will not be taken until the FEI General Assembly in Chinese Taipei (1-6 November), but all interested parties are advised to register for the Congress early to book their places and ensure that their voices are heard in this important debate.
The Congress is open to National Federations and representatives of all stakeholder groups, including vets, officials, Riders Clubs, Organizers, FEI Laboratories, racing and breeding authorities, sponsors, the IOC, as well as the media.

HYPERSENSITIVITY IN EQUESTRIAN COMPETITION
All horses show normal nerve sensation or sensitivity. Where that sensation is increased beyond normal limits it is called hypersensitivity. Hypersensitivity can be produced by a range of normal occurrences, such as an insect sting or accidental self-inflicted injury.
Hypersensitisation is the term used to define the artificial production of hypersensitivity and is contrary to horse welfare and fair play.

Both guides are designed to help competitors, veterinarians, coaches and officials to better understand the new regulations.
Hard copies of these two publications have been sent to all the National Federations, and additional copies are available through Equine Canada, should competitors and officials request them. CAS ANNULS FEI DECISION TO RELEGATE GREAT BRITAIN FROM THE 2010 FEI NATIONS CUP™
The Court of Arbitration for Sport (CAS) has rendered its final decision in the arbitration concerning the British Equestrian Federation (BEF) and the FEI.
CAS has allowed the appeal of the BEF and has annulled the decision of the FEI Tribunal of 21 January 2010. This means that the British team will be allowed to take part in the 2010 Meydan FEI Nations Cup™.
The following ten teams will compete in the 2010 series:
France, Great Britain, Germany, Ireland, The Netherlands
Poland, Switzerland, Sweden, Spain, USA

New equine ANTI-DOPInG and controlled medication regulations and equine Prohibited substances list GO LIVE FOR ALL FEI EVENTS
The FEI today announced that the new Equine Anti-Doping and Controlled Medication Regulations and the Equine Prohibited Substances List are now in effect for all FEI events. All involved in equestrian sport, and especially competitors, National Federations, veterinarians, event organisers, officials, managers, coaches and grooms, are responsible for understanding and abiding by the new Regulations.

PRINCESS HAYA WILL STAND FOR ANOTHER TERM

LAUSANNE, Switzerland - Princess Haya of Jordan will stand for a second and final four-year term as president of the International Equestrian Federation.
The 35-year-old princess, who competed in jumping at the 2000 Sydney Olympics, said Wednesday she wanted to continue giving something back to her sport.
"It's been an honour to serve our sport and our federation over the last four years. I have loved the job," Princess Haya said in a statement. "We have built a fantastic team that it would be a privilege to continue to work with."
The election is scheduled for November at the federation's annual assembly in Taiwan.
Princess Haya was elected FEI president in 2006, and the next year was voted on to the International Olympic Committee.

FEI EXECUTIVE BOARD REINSTATED
The FEI President HRH Princess Haya has called on the FEI Executive Board to take a more active role in key matters facing equestrian sport in 2010. Following its first meeting of the year, which took place via conference call yesterday (12 January), the FEI Bureau has today approved the President’s proposal, naming Chairman of Geographical Group II Hanfried Haring (GER) and Chairman of Geographical Group VI Pablo Mayorga (ARG) to the Executive Board, in addition to 1st Vice President Sven Holmberg (SWE) and 2nd Vice President Chris Hodson (NZL).
The terms of the current Executive Board members run through to the 2010 General Assembly in November, coinciding with the end of the President’s current term in office.
The FEI Bureau decides on the specific mandate of the Executive Board, whose role is generally to interface with FEI Headquarters to oversee and support the implementation of resolutions further to an agenda approved by the Bureau.

FEI DELAYS IMPLEMENTATION OF NEW
PROHIBITED SUBSTANCES LIST TO 5 APRIL 2010
The FEI has announced today (1 December) that the FEI Bureau has passed a Resolution delaying implementation of the new Equine Prohibited Substances List and the accompanying Equine Anti-Doping and Controlled Medication Regulations until 5 April 2010. This Resolution has been passed in order to allow for broader debate and consultation on the policy change approved at the recent FEI General
Assembly regarding the restricted use of a small number of non-steroidal antiinflammatory drugs (NSAIDs).
A group of leading international vets have written to Princess Haya, the President of the International Equestrian Federation (FEI), to protest over the controversial decision to allow the reintroduction of non-steroid anti-inflammatory drugs, including bute, to treat horses.
A major new row over doping in equestrian has erupted after Sven Holmberg (pictured middle), the vice-president of the International Equestrian Federation (FEI), criticised the adoption of a new anti-doping programme that allows the controlled use of the controversial anti-inflammatory phenylbutazone, which was banned 20 years ago.
